36 Session of the UNESCO World Heritage Committee took place in St. Petersburg from June 24 to July 6, 2012. For the first time the UNESCO session was held in Russia, and in the year of the 40th anniversary of the Convention On the Protection of World Cultural and Natural Heritage. By the decision of the Prime Minister of the Russian Federation Dmitry Medvedev Polylog PR Agency became the only executive of the state contract for the preparation and carrying out the 36th Session of the UNESCO WHC.

Meetings of the sessions were held in the Tauride Palace, chaired by Eleanor Mitrofanova, Ambassador, and Permanent Representative of the Russian Federation to UNESCO.

The session was attended by over 2,000 representatives from 119 countries, including 338 delegates from the member countries of the Committee, as well as observers of the state parties of the Convention, international organizations and non-governmental organizations, scholars, experts.

For the first time at the Committee session was organized the webcast of all the plenary sessions on the official website (www.whc36-russia2012.ru); the accredited media were able to observe the work of the Committee in the press center, to participate in press conferences and to interview representatives of delegations. The course of the session was covered by 300 accredited journalists.

The delegates of the session discussed more than 50 working papers on various aspects of the implementation of the Convention, and adopted 241 Resolutions, affirming, in particular, the relevance of this international treaty, which today has 189 countries -members, and they also expressed the need for balance between the goals and objectives of sustainable development.

As the result of the event 26 new facilities — 5 natural, 20 cultural and the mixed one were included in the UNESCO World Heritage List. Russia has expanded its contribution to the universal treasury of the human nature by the park Lena Pillars. The total number of objects protected by the Convention has reached 962, and the number of countries where they are located has grown to 157.

As part of the session some measures in the fields have been implemented: the All-Russia Children's Center Eaglet hosted the International Youth Forum from May 30 to June 20, and the Youth Model of the World Heritage Committee was held in Kazan from 1 to 9 July. These actions allow the younger generation to absorb the respect for the culture and nature of their country and to join to work on preserving the World Heritage.

In the final presentations, the participants unanimously noted the highest level of preparation of the Russian Federation of the 36th Session of the World Heritage Committee. They expressed gratitude to the leaders of the Russian Federation, Russian organizers and personally to the Chairman of the Committee, the Permanent Representative of the Russian Federation to UNESCO — Eleonora Mitrofanova.

As the new chairman of the World Heritage Committee was elected Sok An, Deputy Prime Minister of the Kingdom of Cambodia. The next — 37th session of the Committee will be held in Phnom Penh (Cambodia), on June 17–27, 2013.

Our Work

The Agency established The Directorate of the Session, which included more than 40 skilled specialists and 25 contractors.

The work of the Directorate focused on all key areas:

  1. Construction of all buildings in the Tauride Palace in accordance with international standards of UNESCO, including: technological infrastructure, furniture, simultaneous interpretation in six languages, providing the protocol of meetings and negotiations.
  2. Operational planning of the Session working process —  making adjustments in the schedule of the session, the coordination with the Secretariat of the changes and informing the delegates about the work schedule, the organization of information desks and internal mail service for the delegates.
  3. Technical support for the session: the work of a high-speed imaging and copy center, creating a local network of more than 100 desktop computers, high-speed Wi-Fi Internet throughout the palace, coordination of contractors for domestic and webcast meetings of the Committee, providing the delegates and the Secretariat with work areas and with an access to the Internet and working papers of the session, setting e-pass system and a mobile center for accreditation, providing the delegates and staff with mobile phones, special radios for communications. Professional photographers and videographers recorded the main points and events of the session and in the near future there will be a 20-minute movie based on the results of the event.
  4. Logistic support — the formation of an integrated transport scheme activity considering the movement of 2000 delegates, the protocol meetings and gatherings. Coordination of work of the VIP-hall at the airport Pulkovo 2 for meeting honorable guests. Building on the info desks on main stations of St. Petersburg, the organization of the operations control and taxi services, regular transportation links to the main objects of the session with the shuttles, buses, cars and water transport.
  5. PR-support of the event — a system of interaction of the Session Press Center with representatives of the press services of the UNESCO on operational training and dissemination of press releases was formed. On a daily basis the official website of the session posted news and photos. Journalists in the press center were provided with opportunity to transfer materials and broadcast recordings directly to the media. Press conferences, interviews and outreach management committee with participation of leading Russian media were organized as well. More than 1,500 info messages in the Russian media and more than 200 messages in foreign media were released currently on the work of the session.
  6. Catering for the delegates and staff throughout the session, including coffee breaks, buffet lunch and evening banquet events.
  7. Security measures at the highest political level with the support of the Federal Security Service, the Interior Ministry, traffic police and private security services, including the security of the territory of the Tauride Palace, mobile, transport safety, boats for the protection of water areas, etc.
  8. Creating a well-trained service of temporary staff and volunteers of more than 500 people, multi-channel call center services, and lost & found service. Highly qualified personnel, friendliness and professionalism have been marked by numerous acknowledgments from the delegates and the leadership of UNESCO.
  9. Organization of a rich cultural program for the delegates and the guests, with the support of the Committee of Culture in St. Petersburg, including concerts artists and ensembles, visiting museums and historical monuments of St. Petersburg, field events at Peterhof, Peter and Paul Fortress, the Pulkovo Observatory, the Hermitage and many other places.

As the result of the event the Polylog PR Agency was honored with awards from the World Heritage Committee for the preparation and conduct of the session and a large number of gratitude letters and words from the participants.
